Road Operations

Animal Services provides a multitude of services to Orange County citizens. Animal Services officers make up the Road Operations section that responds to citizen requests for service 24 hours a day, 365 days a year. Please go to the above link to find out more about Orange County code and what the officers can and can't do.

The officers enforce Orange County Code, Chapter 5 - Animals. County Codes are civil infractions, not criminal offenses, such as misdemeanors or felonies. This means that pet owners are not arrested and do not serve jail sentences for violations of the County Code. However, violators can be given fines to pay via citations. 

Try talking to your neighbor first to resolve the situation prior to reporting a problem to Animal Services; healthy neighborhood relations are extremely important to everyone in your community. If open communication doesn't work, you may report a non-emergency animal problem by using our interactive Complaint Form. Or if you are experiencing an ongoing nuisance situation with a neighbor's pet, please print and complete the Statement Form (PDF - 90 KB), and mail it to us. This form is used for violations that you directly witnessed. Be sure to explain what took place, stating facts, not opinions. 

Citizens often ask Animal Services to remove animals from the community and from other peoples' yards. Animal Services may impound animals that are at large or constituting a nuisance on the complainant's property. Animal Services is not able by law, to simply enter someone's private property and remove his or her pet. 

Animals are considered property and people have the right to own an animal unless directed differently by a judge, as a result of conviction in court. If an animal is impounded while at large, and the owner is located, Animal Services may return the animal to the owner along with the appropriate action (warning, citation, etc.).

Nobody likes to see animals starve or become the victims of tragedy. The natural reaction of most folks is to provide some type of care, usually food, for our wayward friends. However, sometimes the sheer number of stray friends living in our yards can be overwhelming. If you're faced with a situation like this and now have too many cats or dogs at your home, or maybe there's only one that you simply can't allow to stay, Animal Services can help you. Please consider the following:

  • Approximately how many animals do you normally see?
  • Are they on your property, or roaming loose in the neighborhood?
  • Are the animals owned, or are they strays?
  • Do they appear friendly, or do they stand off, not wanting to be touched?

Caution: Stray animals cannot be handled, as they're simply too scared. If you suspect that, please don't attempt to pet or pick them up. Animal Services can provide a humane box cage trap to remove the animal(s).

Kennel Operations

The Division operates an animal shelter where more than 23,000 dogs and cats are housed annually. Kennel Operations is responsible for providing daily care for the animals including feeding, cleaning and administering medication.

If you've lost your pet, please visit our shelter often. In the meantime, you may check Net Pets or post information about your lost pet in the Lost & Found Pet Forum

One of the best ways to ensure a lost pet is reunited with its owner is through microchipping. Microchips are small implants (approximately the size of a grain of rice) that use a unique number to identify a registered pet. Animal Services offers microchipping for $15.

Spay/Neuter Clinic

Spay/Neuter Clinic

The Spay/Neuter Clinic is utilized for sterilization surgeries. The purpose of the clinic is to provide affordable pet spay and neuter surgery to provide a proactive means of reducing the number of unwanted pets.

The fees are as follows:

  • Female dogs - $25
  • Male dogs - $15
  • Female cats - $20
  • Male cats - $10
  • And a rabies vaccination (only available with the surgery) - $5
  • Identification microchip - $15

Please note the following surgery instructions:

  • Please bathe your pet the day before surgery
  • Female dogs in heat can't be spayed
  • Please don't allow your pet food or water after 11 p.m. the night before surgery
  • Please bring your pet to either clinic confined (dogs on a leash and cats in a box or carrier)
Mobile Spay/Neuter Bus

Mobile Spay/Neuter Bus

Animal Services also provides affordable spay and neuter surgery with the Mobile Spay/Neuter Bus. The bus is dispatched to targeted areas throughout Orange County.

Please call the Government Information Line by dialing 3-1-1 for Mobile Spay/Neuter schedule. A veterinarian performs surgery on the bus directly in the community.

Adoption Program

The Adoption Program finds new homes for the abandoned, unwanted pets that have been impounded. Approximately 300 animals are placed into new homes monthly. The Division maintains various Web pages that feature adoption pets. Net Pets features animals ready to be adopted.

Animal Services also partners with various rescue groups. These non-profit groups are comprised of individuals concerned for the welfare of unwanted and abandoned pets. Many animals not selected for adoption from our shelter find new homes due to the efforts of these groups.

Educational Programs

Educational Programs

Animal Services provides educational programs to a multitude of organizations, including schools and homeowners' associations. Core educational programs include our award-winning Bite Prevention Program and our Responsible Pet Ownership. Shelter tours are also provided to various groups.

In addition, more than 20 informational brochures have been developed by staff, ranging from pet care to avoiding animal bites to disaster planning for pets. If you're affiliated with a school, homeowner's association or other group, and would like someone to speak about animal-related issues, please contact us.
